miscellany: a few more changes

Added a sig file option for interdepartmental and gridmail.
Comment code for netlog works.
News and report code changed to reflect proper date.

So far, so good. Wish my jaw didn't hurt. Need some sort of rubber chompy dog toy kind of thing to help alleviate some of the teeth grinding.
